This appears to be a hand made, one off, bench or jeweler's anvil. It is not very well finished and the horn is a rather ugly and difficult to use shape. See The Upturned Horn an Anthropomorphism

Weight is around a pound. Large for a jeweler's anvil, small for a bench anvil.
